Matt Feehan is a government affairs consultant, federal contracting advisor, and regulatory compliance strategist with expertise spanning public policy, legislative advising, defense contracting, and federal procurement. A seasoned federal program analyst and government relations strategist, Matt advises clients on navigating complex federal frameworks—from contracting rules and lobbying strategy to small business compliance and education reform. On the veterans' side, Matt brings unmatched depth as a VA and DoD policy advisor, GI Bill compliance expert, and veterans education policy specialist, with hands-on experience in military education benefits, servicemember education rights, military transition policy, and support for service-connected student veterans. Matt Feehan is a U.S. Army National Guard combat veteran, policy writer, and federal contracting expert known for breaking down the bureaucracy that governs veterans, contracts, and government programs—and making it all make sense. He calls it grunt-proofing, and it's become his signature.


Matt began his public service as a tactical boatswain's mate with the USCG Deployable Operations Group Port Security Unit before commissioning as an Army National Guard Infantry Officer. He led soldiers during a multinational peacekeeping and security mission in Egypt's Sinai Peninsula—an experience that cemented his commitment to clarity, accountability, and protecting those who serve. Those principles now define his work in government policy and federal contracting. His second deployment, as a senior operations officer and law clerk, contributed directly to the development of the Border Wall.


After the military, Matt built a career as a senior contracting professional and consultant to the Department of Defense, advising Contracting Officers and Active-Duty Marines on complex federal acquisitions and compliance frameworks. He has overseen and supported millions of dollars in contracts spanning the DIA, DOJ, USDA, HUD, FDA, USACE, and DoD—earning a reputation as a trusted voice on procurement ethics, contractor integrity, and mission-driven execution. As a former Contracts Director, he led teams navigating FAR, DFARS, and agency-specific clauses with precision, helping contractors and subcontractors deliver under some of the federal government's most scrutinized programs.


Most recently, Matt served as Senior Policy Advisor for the Veterans Education Project (VEP), a nonpartisan organization advancing transparency, access, and accountability in higher education for veterans and military families. In that role, he advised on legislative reform, authored policy briefs, engaged directly with Congress, and worked to ensure federally-funded education programs met Congressional intent—experience that translates directly into the regulatory and compliance guidance he brings to higher education clients today.


A columnist for Townhall and contributor to We Are The Mighty and AT EASE! Veterans Magazine, Matt's writing merges regulatory precision with veteran realism—principled, plainspoken, and grounded in common sense. His commentary spans veteran affairs, federal contracting, and education policy reform.

 

His insights have been featured across national media, including the Choices Not Chances Podcast and the Devil Doc Talk Show, where he is known for making complex regulatory topics—from the VA Caregiver Program to VA Interim Final Rule 38 CFR Sec. 4.10—actionable for veterans and policymakers alike.


Earlier in his career, Matt founded and led the Federalist Society chapter at Western New England University School of Law, where he presented original analysis on sentence-based aggravated felonies. Drawing from his work as a DOJ Honors Law Clerk at the Executive Office for Immigration Review, he examined the intersection of sentencing law and due process—building the analytical foundation that underlies everything he does today.
